IRVINE, Calif. (April 15, 2025) – PCL Construction Services, Inc. and Gensler are proud to announce the completion of the County of Orange’s Marine Way Campus, a state-of-the-art 70,000-square-foot facility located on Marine Way in Irvine. The new campus will house several Orange County Health Care Agency (OCHCA) departments into a single high-performance facility. The grand opening was celebrated during a ribbon cutting ceremony attended by the Orange County Board of Supervisors, who awarded the project to the PCL/Gensler partnership in 2022, HCA’s leadership team, Orange County Public Works, the County CEO and PCL/Gensler project team members.
Through an adaptive-reuse approach, the project revitalized the former El Toro Marine Corps Air Station brownfield into a state-of-the-art facility that prioritizes operational efficiency, long-term flexibility and community resilience. Delivered in just 24 months on a fast-track schedule, the campus includes key design features including secure and intuitive circulation zones, daylight-filled workspaces, advanced lab containment systems and biophilic outdoor terraces that support wellness and collaboration.
Several OCHCA departments will be housed at the Marine Way Campus, including the Biosafety certified Public Health Lab, Community and Nursing Services and Emergency Management Services. The project addresses the needs for increased capacity, proximity and facility updates.
“The Marine Way Campus project is an example of fast-tracked collaboration done thoughtfully,” said Jeyre Lewis, Orange County area manager for PCL Construction. “Each member of the team trusted each other to get the job done for these incredible public health professionals. We are proud to have delivered this highly complex project collaboratively with Gensler and the County working as one team, ultimately exceeding the expectations of County staff.”
“OCHCA was a unique opportunity to rethink and elevate what a public health operational facility could be – experientially, visually, and technically,” said Christine Wang, AIA, project director at Gensler. “Creating an exceptional user experience guided every design decision and together with the County and our Design-Build partners, we delivered a space that not only meets the highest standards of design and performance, but one that is thoughtfully planned to support OC HCA’s staff every day.”
The Marine Way Campus sets a new benchmark for high-performance public health facilities—bringing together science, safety and service in a flexible environment designed to adapt to the County’s evolving needs.
