The Clackamas County Circuit Courthouse, set to be complete in 2025, is a 257,000-square-foot building with 16 courtrooms. The original courthouse was constructed in 1936 when Clackamas County was home to 50,000 residents. Now home to over 420,000 residents, the new courthouse will better serve this growing community.
This project marks the first time in Oregon history that a courthouse is being delivered through a Public-Private Partnership (P3) project delivery method. The Clackamas Progress Partners, a consortium composed of Fengate Asset Management, DLR Group, PCL Construction and Honeywell, is responsible for designing, constructing and maintaining the project. This group has successfully completed over 40 courthouse construction projects worldwide across their combined portfolios.
Notably, the Clackamas County Circuit Courthouse project marked one of the quickest P3 procurements in U.S. history, taking just 11 months from the Request for Qualifications to selecting the team, followed by only three additional months to finalize the contract.
The Clackamas County Circuit Courthouse project complies with the Oregon Green Energy Technology program. Design selections made by the project team focus on operations, security, technology and sustainability. Materials like mass timber and reduced carbon concrete are embedded within the design with the goal of attaining LEED Gold Certification. The project is also participating in the Oregon Green Energy Technology in Public Buildings program, which will include technology to produce at least 25% of the building energy onsite.
