The Pure Water Center is the first direct-to-distribution potable reuse project in the United States. Scheduled to open in 2028 and located on a 13-acre Greenfield, the advanced water purification facility will treat 10 million gallons of water per day received from the Roberto Bustamante Wastewater Treatment Plant.

Water will undergo a multi-step purification process that goes beyond current drinking water quality standards before being distributed directly to customers.

PCL’s scope includes the construction of microfiltration low-pressure membranes, reverse osmosis high-pressure membranes, ultraviolet/advanced oxidation, granular activated carbon, chlorine disinfection, finished water stabilization, chemical storage and feed systems, finished water storage, Greensand filters, a main process building, electrical and instrumentation, and controls.

The purified water is stabilized and blended with local groundwater sources to increase production capacity before it is conveyed to the local water distribution system by a new on-site high-service pump station capable of pumping 2,776 gallons per minute.

Once the Pure Water Center is complete, the facility will supplement existing water sources, increasing the diversity and reliability of the local water supply by including a new and truly sustainable water source. It will provide a buffer during peak summer demand to compensate for unreliable surface water deliveries and reduce groundwater pumping to help preserve aquifers.
